Ðîññčč âûçûâàåò ãëóáîêîå âîçéóùåíčå ïîçčöčÿ äàòñêčõ âëàñòåé, äîïóñòčâřčõ ïðîâåäåíčå íà ñâîåé òåððčòîðčč ò.í. "Âñåéčðíîãî ÷å÷åíñêîãî êîíãðåññà". Ýòà ñõîäêà îðãàíčçóåòñÿ č ôčíàíñčðóåòñÿ ÷å÷åíñêčéč òåððîðčñòàéč, čõ ïîñîáíčêàéč č ïîêðîâčòåëÿéč čç "Àëü-Êàčäû", êîòîðûå, êàê òåïåðü ñîâåðřåííî î÷åâčäíî, ñòîÿò çà ÷óäîâčùíûé òåðàêòîé â Ìîñêâå.
Ýòîéó ïðåäřåñòâîâàëà àíòčðîññčéñêàÿ âàêõàíàëčÿ â äàòñêčõ ÑÌŘ, êîòîðàÿ, êàê ýòî íč êîùóíñòâåííî, ïðîäîëæčëàñü äàæå â äíč, êîãäà âåñü éčð ñëåäčë çà ðàçâčòčåé äðàéû â òåàòðàëüíîé öåíòðå.

Ðîññčÿ îòíîñčòåëüíî íåäàâíî ñòàëà äåéîêðàòč÷åñêčé ãîñóäàðñòâîé. Íî äëÿ íàñ ïðåäåëüíî ÿñíî: äåéîêðàòčÿ òîëüêî òîãäà ÷åãî-íčáóäü ñòîčò, êîãäà óéååò çàùčùàòüñÿ. Ãîðüêî ñîçíàâàòü, ÷òî â Åâðîïå ñ åå éíîãîëåòíåé äåéîêðàòč÷åñêîé òðàäčöčåé íåêîòîðûå îá ýòîé çàáûâàþò.
×åãî õîòÿò ÷å÷åíñêčå òåððîðčñòû? Íåçàâčñčéîñòč? - Äå-ôàêòî îíà áûëà ïðåäîñòàâëåíà ×å÷íå â 1997 ãîäó ïîñëå ò.í. õàñàâüþðòîâñêčõ ñîãëàřåíčé.

Ñòàëà îáûäåííîé číôîðéàöčÿ čç ×å÷íč î éàññîâûõ êàçíÿõ ëþäåé íà óëčöàõ, ïûòêàõ çàëîæíčêîâ, ðàáîòîðãîâëå, âîîðóæåííûõ íàáåãàõ íà ñîñåäíčå ðåãčîíû Ðîññčč. Ê íà÷àëó êîíòðòåððîðčñòč÷åñêîé îïåðàöčč, ïî éčíčéàëüíûé äàííûé, íà òåððčòîðčč ×å÷íč íàõîäčëčñü íåñêîëüêî ñîò çàëîæíčêîâ, âêëþ÷àÿ éàëîëåòíčõ äåòåé č číîñòðàíöåâ. Çà âðåéÿ ïðàâëåíčÿ Äóäàåâà-Ìàñõàäîâà áûëč ïîõčùåíû 53 číîñòðàíöà. Ìíîãčå čç číîñòðàííûõ çàëîæíčêîâ áûëč çâåðñêč óáčòû ïîõčòčòåëÿéč. Řçâåñòíî č ÷åé çàêîí÷čëàñü "íåçàâčñčéîñòü" Ř÷êåðčč íàïàäåíčåé íà ñîñåäíþþ éóñóëüéàíñêóþ ðåñïóáëčêó Ðîññčč Äàãåñòàí.
Âñëåä çà ýòčé, ïî çàéûñëàé čäåîëîãîâ éåæäóíàðîäíîãî òåððîðčçéà, ýêñïàíñčÿ äîëæíà áûëà îõâàòčòü îářčðíóþ òåððčòîðčþ îò Êàñïčéñêîãî äî ×åðíîãî éîðåé, ãäå ïëàíčðîâàëîñü ñîçäàòü ò.í. «Řñëàéñêčé Õàëčôàò», êâàçčãîñîáðàçîâàíčå, ïîñòðîåííîå íà éðàêîáåñčč, íàñčëčč č òåððîðå.
Òóðöčÿ, ãäå ÷å÷åíñêčå òåððîðčñòû â éàå ýòîãî ãîäà ïëàíčðîâàëč ñâîþ áàíäčòñêóþ ñõîäêó, îòêàçàëà čé â ýòîé. Îòêàçàëč č äðóãčå ñòðàíû. Çà ÷òî éû čé, áåçóñëîâíî, ïðčçíàòåëüíû.

Áóäó÷č ïðčâåðæåííîé ðàçâčòčþ č óãëóáëåíčþ ñîòðóäíč÷åñòâà ñ Åâðîïåéñêčé ñîþçîé, Ðîññčÿ ïîäòâåðæäàåò ãîòîâíîñòü ê ïðîâåäåíčþ ýòîãî âàæíîãî éåðîïðčÿòčÿ, â êîòîðîé çàčíòåðåñîâàíû âñå ñòîðîíû, č ñ÷čòàåò, ÷òî îíî éîãëî áû áûòü ïðîâåäåíî â Áðþññåëå čëč ëþáîé äðóãîé åâðîïåéñêîé ñòîëčöå ïî âçàčéíîé äîãîâîðåííîñòč.

The position of the Danish authorities, which have allowed the holding on their territory of the so called World Chechen Congress was met with profound indignation in Russia. This gathering has been organized and is being financed by Chechen terrorists and their accomplices and sponsors from Al-Qaeda, who, as is now perfectly clear, stood behind the abominable terrorist act in Moscow.
This was preceded by an anti-Russian bacchanalia in the Danish media, which, however sacrilegious that might be, continued even in the days when the entire world was watching the development of the drama at the theater center.
The Danish authorities' references in this connection to freedom of speech and freedom of assembly do not stand up to criticism. There can be no freedom of speech, nor any other freedom for terrorists, for those who were exploding Moscow and New York.
Russia comparatively recently became a democratic state. But to us it is extremely clear: democracy is only then worth something when it can defend itself. It is distressing to realize that in Europe with its long-standing democratic tradition some people forget about this.
What do the Chechen terrorists want? Independence? - De facto it was granted to Chechnya in 1997 after the so called Khasavyurt agreements.
In a few years Chechnya turned into a nest of international terrorism, where hundreds of fanatics from many countries of the world were being trained and getting ready for terrorist operations. It became routine the information coming from Chechnya about the mass executions of people in the streets, tortures of hostages, slave trade and armed raids on neighboring regions of Russia. By the start of the counter-terrorist operation, according to the conservative data, there were several hundred hostages on the territory of Chechnya, including small children and foreigners. Fifty-three foreigners were kidnapped during the Dudayev-Maskhadov rule. Many of the foreign hostages were brutally killed by their abductors. It is also known what the "independence" of Ichkeria ended in - the attack on a neighboring Muslim republic of Russia - Dagestan.
Then, according to the schemes of the ideologists of international terrorism, the expansion was to have encompassed a vast territory from the Caspian to the Black Sea, where plans were to create a so-called Islamic Caliphate, a quasi-state entity built on obscurantism, violence and terror.
Turkey, where Chechen terrorists this May planned their bandit assembly, refused them that. Other countries refused too. For which we are, of course, grateful to them.
Denmark has agreed, which calls into question the sincerity of its participation in the international antiterrorist coalition, not to speak of the future of Russian-Danish relations.
Under these conditions, the holding of the visit of the President of the Russian Federation to Denmark, earlier planned for November 11-12, 2002, does not appear possible.
At the same time within the same period a Russia-EU summit was scheduled to be held in Copenhagen. Committed to the development and deepening of cooperation with the European Union, Russia reiterates its readiness for the holding of this important event, in which all the parties are interested, and considers that it could be held in Brussels or any other European capital by mutual agreement.
